Finance Commission

The spheres of the Commission’s activity include:

  • Formation, analysis, and implementation of the city budget, monetary funds and foundations;
  • Organizing the processing of the city budget in the City Council;
  • Monitoring the conformity of the city budget and city development plan;
  • Participation of the city in business and real estate transactions;
  • Determining the base price and payment terms for property transferred by the city;
  • Loans and investments;
  • Aid programs;
  • Local taxes and fiscal burdens;
  • Tax benefits and supports;
  • Monetary questions related to the ownership, use, and disposition of municipal property;
  • Prices of municipal services;
  • Structure, composition, and wages rates of city workers.

The functions of the Commission are:

  • Determining and making proposals for the problems of city life requiring solution by the local government and working out plans of action for their solution; helping to create the conditions necessary for the development of city life;
  • Providing opinions on the drafts of Tallinn legislation set to it for review;
  • Control of implementation of the regulations and resolutions of the City Council;
  • Making proposals about the list of basic questions to be discussed at City Council sessions and, if necessary, the preparation of the city budget and draft budget.

The Commission has the right to introduce drafts for resolutions and regulations.

Material for review is sent to the Commission by the City Council and the Chairman of the City Council.
