Law, Order and Consumer Protection Commission

The Law, Order and Consumer Protection Commission is involved in working with fire fighting and rescue structures. Its field of activities also include law and order in the sense of public order and the security of residents, as well as involving the residents in guaranteeing the security and legal order.

The Commission is engaged in ensuring traffic safety, as well as supervision of and violations of the law by children and minors. It arranges cooperation between security, fire fighting, and rescue structures, police and the Estonian Defence League. It also deals with problems related to released prisoners.

Consumer protection part of the Commission is mainly involved in guaranteeing consumers’ legitimate rights in their relations with the sellers of goods and services. It provides opinions on he prices and tariffs enacted by the City Government as well as on the prices of goods or services provided by natural monopolies. The Commission also works on solving the reports and complaints related to consumer protection submitted by city residents to the City Council or forwarding them to the competent authorities.

It cooperates on consumer protection issues with national, local, and public structures related to consumer protection and reviews other questions related to the Commission’s spheres of activity resulting from City Council legislation.

The Law, Order and Consumer Protection Commission determines and makes proposals for the problems of city life requiring solutions by the local government and helps work out plans of action for their solutions. It also helps create the conditions necessary for the development of city life.

The Commission reviews the drafts of Tallinn legislations and provides opinions on them. It has the right to introduce drafts for resolutions and regulations. The Commission controls implementation of the regulations and resolutions of the City Council and makes proposals about the list of basic questions to be discussed at City Council sessions. If necessary, it also makes proposals about the preparation of the city budget and draft budget.

Material for review is sent to the Commission by the City Council and the Chairman of the City Council.
