Taxi service for disabled persons

The purpose of social transport service is to allow persons whose disability prevents them from using a private vehicle or public transportation to use a vehicle in line with their needs for travel that is essential for managing their daily lives. Severely or profoundly disabled residents of Tallinn are eligible for taxi service provided that they are at least three years of age and are completely deprived of visual function or use a wheelchair, rollator, walker or cart to move around outside their home due to their impaired mobility, and their disability prevents them from using a private vehicle or public transportation.

Taxi service is a service where the user orders a regular vehicle or a vehicle adapted to transport a mobility aid and determines the start and end point as well as the time of travel. The taxi service is provided within the city’s administrative territory or up to 30km beyond city limits. Minors can use taxi service if accompanied by an adult. Users have to cover part of the cost of taxi service. Compensation rates applicable to using the social transport service from1 January to 30 June 2019. Maximum amounts payable from the city budget towards the cost of taxi service, per user and calendar month: 1) 168 euros for using a vehicle adapted to transport a mobility aid; 2) 29.50 euros for using a regular vehicle. Cost-sharing for taxi service: 1) one euro towards the base rate and 10 cents for each kilometre for using a vehicle adapted to transport a mobility aid; 2) 25% of the total cost for each time a regular vehicle is used.

  • To become eligible for taxi service you need to file a written application with the Social Welfare Department of the City District Government of your place of residence as according to the Population Register.

    The written application shall set out the justification of need for this service (circumstances that prevent you from using public transportation or a private vehicle; reasons why the need for assistance cannot be met by providing other social services or assistance), information on mobility aids, use of personal assistance for mobility, etc. The Social Welfare Department shall review your application in view of your need for assistance and determine the need for service. Applications are reviewed within 10 working days of submitting the application and all required additional documents or information or expiry of the time limit for their submission. The applicant shall be informed of the decision within five working days of its adoption by using contact particulars indicated in the application.

    The cost of services provided by AS Tulika Takso shall be reimbursed from the city budget in the amount of 29.50 euros per person and calendar month whereas the user must pay 25% of the invoice each time. Phone number for taxi: +372 612 0030

    The cost of services provided by Termaki Autopargi AS shall be reimbursed from the city budget in the amount of 168 euros per person and calendar month whereas the user must pay one euro towards the base rate and 10 cents for each kilometre. Taxi service for wheelchair users needs to be pre-ordered (12 hours) by calling +372 5356 7058 (from 09:00 to 20:00) or e-mailing to takso@termak.ee Orders can be filled within a shorter time limit subject to availability. The service is provided using a taxi bus with a lift device.

The clients are received at Endla 59, room 104.Take along the notice of the family doctor on the need of taxi service and the decision of degree of disability and of additional expenses by the Social Insurance Board.
